Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). Under this Scheme, Training and Assessment fees are completely paid by the Government.

Key Components of the Scheme:

1. Short Term Training
The Short Term Training imparted at PMKVY Training Centres (TCs) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs shall also impart training in Soft Skills, Entrepreneurship, Financial and Digital Literacy. Duration of the training varies per job role, ranging between 150 and 300 hours. Upon successful completion of their assessment, candidates shall be provided placement assistance by Training Partners (TPs). Under PMKVY, the entire training and assessment fees are paid by the Government. Payouts shall be provided to the TPs in alignment with the Common Norms. Trainings imparted under the Short Term Training component of the Scheme shall be NSQF Level 5 and below.

2. Recognition of Prior Learning
Individuals with prior learning experience or skills shall be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. RPL aims to align the competencies of the unregulated workforce of the country to the NSQF. Project Implementing Agencies (PIAs), such as Sector Skill Councils (SSCs) or any other agencies designated by MSDE/NSDC, shall be incentivized to implement RPL projects in any of the three Project Types (RPL Camps, RPL at Employers Premises and RPL centres). To address knowledge gaps, PIAs may offer Bridge Courses to RPL candidates.

3. Special Projects 
The Special Projects component of PMKVY envisages the creation of a platform that will facilitate trainings in special areas and/or premises of Government bodies, Corporates or Industry bodies, and trainings in special job roles not defined under the available Qualification Packs (QPs)/National Occupational Standards (NOSs). Special Projects are projects that require some deviation from the terms and conditions of Short Term Training under PMKVY for any stakeholder. A proposing stakeholder can be either Government Institutions of Central and State Government(s)/Autonomous Body/Statutory Body or any other equivalent body or corporates who desire to provide training to candidates.

4. Kaushal and Rozgar Mela
Social and community mobilisation is extremely critical for the success of PMKVY. Active participation of the community ensures transparency and accountability, and helps in leveraging the cumulative knowledge of the community for better functioning. In line with this, PMKVY assigns special importance to the involvement of the target beneficiaries through a defined mobilisation process. TPs shall conduct Kaushal and Rozgar Melas every six months with press/media coverage; they are also required to participate actively in National Career Service Melas and on-ground activities.

5. Placement Guidelines
PMKVY envisages to link the aptitude, aspiration, and knowledge of the skilled workforce it creates with employment opportunities and demands in the market. Every effort thereby needs to be made by the PMKVY TCs to provide placement opportunities to candidates, trained and certified under the Scheme. TPs shall also provide support to entrepreneurship development.

6. Monitoring Guidelines 
To ensure that high standards of quality are maintained by PMKVY TCs, NSDC and empaneled Inspection Agencies shall use various methodologies, such as self-audit reporting, call validations, surprise visits, and monitoring through the Skills Development ManagementSystem (SDMS). These methodologies shall be enhanced with the engagement of latest technologies.

The scheme will be implemented through the National Skill Development Corporation (NSDC).

About Centre Accreditation

Centre Accreditation is a quality assurance process for evaluation of the required parameters of the Training Centres. It is of key importance to ensure that the trainees are provided quality training, thereby creating the requirement to have a well-defined validation process of the Training Centres, creating the need of accreditation of Centres. Accreditation focuses on learning and self-development, and encourages the Training Centres to pursue continual excellence.

The Centre Accreditation process helps in effective management and delivery of the competency-based training, aimed at overall development of the trainees. Accreditation ensures that a Training Centre has met the prescribed qualitative standards, pre-set by the respective Sector Skill Councils (SSCs). With this aim, it is imperative that the trainees have confidence in the quality of the training provided by the Training Centres.

Though Centre Accreditation is a voluntary process, it is mandatory for a Training Centre that wishes to impart training aligned to National Skills Qualification Framework (NSQF) to go through the accreditation process. In order to participate and implement any Skill Development Scheme funded by the Government of India, alignment to NSQF is mandatory.

Why get accredited?

Process of Center Accreditation

The process of Centre Accreditation involves a combined mechanism of self-evaluation by the Training Centres and an external evaluation by a Third Party Inspection Agency to determine if the prescribed qualitative standards are met by the Centre. The Inspection Agency conducts a physical check on the Centre. The inspection agency/agencies are empaneled by NSDC, and the Inspection Agency may establish any additional operating procedures it deems appropriate, subject to approval of NSDC.

SMART provides access to the Training Providers to apply for the accreditation of its Training Centres. Please refer to the Tutorial to know the process in detail

Accreditation Standards

The Accreditation Standards inspected are related to the operations and services offered by the Training Centres to its trainees. These standards are a set of practices and concepts, as laid down by the SSCs pertaining to each job role, that provide guidance to the Training Centres on all relevant aspects of skilling.

The Accreditation Standards applicable to a Training Centre is a combination of certain parameters categorized as Part-A and Part-B standards. The standards of the Part-A category are the mandatory indicators to be adhered to. It is necessary that a Training Centre complies with all the Accreditation Standards of Part-A category to become an accredited Training Centre. The standards of the Part-B category are the other indicators, on which the Centre shall be scored on the predefined points. It is mandatory that the Training Centre achieves a minimum of 40% score with respect to the Accreditation Standards Grading Metrics . A Training Centre that meets the Accreditation Standards becomes an Accredited Centre. How to apply for Accreditation

The Training Provider desirous of seeking accreditation for its Training Centres has to register online on SMART. The Training Provider has to register through Training Provider Registration Form . Post successful registration, the Training Provider has to submit Centre Accreditation Application Form (CAAF). Please refer to the Tutorial to know the process in detail.

An Accredited Centre provides assurance to a number of vital stakeholders, such as the trainees, the employers, and the public in general, that the Training Centre has met the established standards necessary to impart training for the specific job roles.

Centre Accreditation also results in awarding an Accreditation Grade to the Training Centre.

Only an Accredited Training Centre becomes eligible for affiliation by the SSC with respect to specific job roles. Accreditation and Affiliation are mandatory steps to be followed in order to execute any Training Program aligned to NSQF.

Affiliation of a Training Centre

Affiliation is a method for the Training Centres (TCs) to get formally associated with Sector Skill Councils (SSCs) in order to impart training to trainees for specific job roles aligned to National Skill Qualification Framework (NSQF). Accreditation and Affiliation are the measuring scales for the provision of quality skilling by the TCs.

An affiliated TC has to follow the rules and regulations set by the respective SSCs that give the affiliation in order to maintain/follow the Accreditation Standards.

Affiliation can be granted to an Accredited as well as Conditionally Accredited Centre. A Conditionally Accredited Centre may apply for affiliation and get Conditional Affiliation; however, it is pivotal that the TC complies with the Accreditation Standards within the required time frame, failing which the Conditional Accreditation status of the TC shall be revoked, and therefore the TC shall no longer remain affiliated.

Why get affiliated?

An affiliated TC gets access to a number of benefits, including the following:

It is to be noted that Accreditation and Affiliation of a TC does not guarantee target allocation under Government funded skill development schemes. Each scheme may have its own target allocation process, according to which a TC may be allocated the targets. For example, under PMKVY, the target allocation is based on the grade and job roles demands as per the geographical location of the TC. A TC may thus choose to ascertain its capability in terms of mobilizing candidates pertaining to certain job roles, adherence to particular scheme guidelines and targets it may receive under specific schemes before seeking affiliation with the SSC.

If it is found that a TC, accredited for certain job roles, has started the training operations without getting affiliated for the accredited job roles, it shall be penalized suitably as deemed fit by the monitoring team of that scheme.

Process of Affiliation

All accredited TCs are deemed for the grant of affiliation. Once a TC is accredited for certain job roles, the affiliation cannot be denied by the SSC to that TC for the accredited job roles. A TC, in order to seek affiliation certificate from the SSCs, shall have the provision of submitting an online application for affiliation.

Affiliation request would be deemed as completed under following conditions:

Only accredited AND affiliated TCs are allowed to commence NSQF aligned training program.

As all the Government funded schemes are monitored on a continuous basis, an affiliated TC becomes entitled to the Continuous Monitoring Process, if empaneled under a specific scheme. Continuous Monitoring helps in awarding a dynamic grade to the TC on periodic basis, based on its compliance and performance. If a TC does not seek affiliation, its grading will become ‘dormant’, as such TCs are not entitled to be monitored on a continuous basis. It may be noted that a TC having dormant grade does not bestow high confidence of the stakeholders. Trainees of the Affiliated TCs are entitled to receive Industry recognized Certificates post successful completion of training and assessment.

The online affiliation request is forwarded to the concerned SSC, which reviews the request containing the accreditation report of all job roles as submitted by the Inspection Agency and the affiliation fee payment confirmation. Post review, the SSC shall award the Affiliation Certificate to the concerned TC.

Validity of Affiliation

The validity of affiliation of a TC is for a year from the date of affiliation. The TC has to apply for the renewal of affiliation at least three months in advance of the affiliation expiry date. The request for renewal of affiliation has to be sent only after renewal of accreditation, as only the Accredited Centres are eligible for affiliation. In case a TC gets de-accredited for any reason, its affiliation shall also be no longer valid. In such cases, the concerned TC may seek affiliation only after getting re-accredited for the specific job roles.

Affiliation Fee

A TC shall be charged an amount of INR 6000 for every job role affiliation with the respective SSC. The entire Affiliation Fees is payable to the respective SSC.

Note : NSDC reserves the right to revise any of the fee components at any point of time, without stating any reasons whatsoever.

Affiliation is granted on the basis of job roles. Therefore, a TC has to apply for affiliation only for the accredited job roles.

The TC shall pay an affiliation fee for each job role. TC is advised to apply for affiliation as soon as it gets accredited; however, it is provided a maximum of 6-month period to seek affiliation. In cases where six months have elapsed since the accreditation date of an unaffiliated TC, it would require to re-accredit itself before applying for affiliation.

Continuous Monitoring

Effective and Continuous Monitoring of the Training Centre is considered crucial for efficient delivery of the training for all the skill development schemes. Continuous Monitoring is envisaged to regularly assess the effectiveness of various processes at the Training Centres (TCs). In order to overcome significant challenges that remain with regards to the delivery of quality of training, Continuous Monitoring of the TC is crucial.

Mechanism to ensure Continuous Monitoring

Continuous Monitoring is based on certain standards pertaining to Accreditation, Compliance and Performance Grading Metrics. The Inspection Agency, along with the monitoring team of the scheme shall be responsible to continuously monitor all the TCs based on the above-mentioned three Standards Grading Metrics.

The Continuous Monitoring process involves a combined mechanism of self-evaluation by the TC and other relevant sources to evaluate its performance. Refer to the Guidelines for Accreditation, Affiliation and Continuous Monitoring of Training Centres for Skills Ecosystem to know more details.

Centre Grading- Outcome of Continuous Monitoring

As multiple modes of imparting the skills training are observed in a TC, it is essential to identify a standardized system to benchmark the TCs across the country. The major outcome of Continuous Monitoring is grading of the TCs, based on which actions may be taken on a TC for non-compliance and/or non-performance.

Based on the Continuous Monitoring for Compliance and Performance Standards, the TCs shall be graded. Grading will play a pivotal role in benchmarking the TCs. The grading is applicable only to the Accredited TCs. Consequently, if any TC that loses its accreditation status at any point of time, also loses its grade.

Significance of Centre Grading

The grade of a TC determines its quality and its ability to impart skills training. Grading of TCs would contribute to the skills ecosystem in a number of ways, including the following:

Grading Methodology

Enabling the stakeholders to compare the TCs and identifying the TCs incorporating the best practices. A higher grade may help the TC in attracting trainees for fee based trainings, being preferred choice for Corporate Social Responsibility (CSR) projects and for Government funded skill development schemes as well.

The grade of a TC provides relevant information to potential trainees, such as its infrastructure, quality of trainers, and placement services that would help them select a TC for training.

Instilling healthy competition among the TCs to improve their grades, thereby providing a platform for them to analyze and compare their strengths and weaknesses with each other and improve their performance.

Providing information to potential employers about the quality of skills training offered by a TC. The grading mechanism helps TCs in becoming the preferred choice of employers/corporates.

Enabling a TC to benchmark itself with other TCs across the country, and in the same state, region, or infrastructural and regulatory environment.

Rewarding TC by linking its grade to the key processes outcomes. A scheme may link grading of a TC in its target allocation framework to ensure that high quality TCs get targets to meet their full capacities. This shall ensure continued focus on quality delivery of trainings. For example, PMKVY has ensured that the target allocation strategy is linked to the grade of the TCs.

The grade of a TC is based on inputs, processes and outputs. Accordingly, a TC is graded as per the scores computed with respect to the following three broad pillars (categories) of the grading metrics available as an annexure in the Guidelines for Accreditation, Affiliation and Continuous Monitoring of the Training Centres for Skill Ecosystem:

The grading methodology involves defining a set of indicators and classifying them into specific categories. The indicators within each category have appropriate weight assigned to them, forming a grading metrics. The total score for each category is 100.

The overall performance of a TC would be measured by assigning the scores. The corresponding scores are then converted into grades (represented by a Star rating).

Below given Table represents the Grade Structure. Based on band/range of the total percentage as per the scores computed, the TCs shall be graded as shown in the table, where 5 Star denotes the highest grade, and 1 Star the lowest. At any point of time, if a TC is graded as 1 Star, it may get suspended from the scheme at its own discretion.

Consequence Management System

As an outcome of Continuous Monitoring, TCs are assessed on continuous basis with respect to the Compliance and Performance Standards Metrics. Any deviation is captured through various methods and shall lead to Consequence Management defined in the monitoring framework of respective schemes. PMKVY Targets Allocation Methodology

The PMKVY Targets may be allocated to the TC for a period of 6 or 12 months on the basis of the grading of centres; the capacity of centres with a provision for periodic review (Compliance and Performance) as per the Monitoring Guidelines of PMKVY. NSDC proposes the below methodology for allocating the targets to various TCs/TPs approved (or yet to be approved) under PMKVY 2016-20.

How to Get PMKVY Targets

1. PMKVY Targets would be allocated for three months with monthly compliance review and quarterly performance review.
2. Shortlisting of centres: TCs approved by SSCs on SDMS would be eligible to receive the targets; TCs will be shortlisted to ensure sector and geographical coverage; Usable area greater than 3000 sq. ft. is preferable however not a mandatory condition.
3. TCs will be assessed and verified as per the Monitoring Guidelines of PMKVY.
4. Targets to be estimated by NSDC – PMU basis centre capacity and to be allocated directly to the centres through SDMS.
5. Centre capacity would depend upon number of PMKVY classrooms; number of Job roles/SSCs affiliated to; number of course hours in a job role (approximately 200 hours to 550 hours), and number of certified trainers.
6. PMKVY Target allocation methodology is based upon the following assumptions: Number of Operating hours in a day: 8 hours • Batch operational hours in a day: 4 hours (2 hours each for theory and practical) • Job role-wise number of classrooms and labs, whichever is less • Total number of hours for a job role as prescribed by the SSC
7. For every approved job role PMU will award targets for 3 months to the full capacity as self-declared by the training centres/partners and validated by monitoring team during the visits. This may get altered depending upon spare capacity and performance of the training centre during the interim reviews.
8. In case of non-achievement, targets will roll back and readjusted to better performing centres/partners subject to spare capacities

PMKVY (Pradhan Mantri Kaushal Vikas Yojana) comes under the scheme of "Skill India" which was launched by Prime Minister Shri Narendra Modi on 15th July 2015. The PMKVY (Pradhan Mantri Kaushal Vikas Yojana Scheme) was launched to help the youth in India to specialize in different skills. This scheme aims to provide aptitude to the Indian youth towards major skills and raise the standard of working and the efficiency to complete the job. The enrolled students are motivated by giving monetary rewards to increase them and providing them with quality training. The scheme also intends to increase the employment rate from 4.9% in 2014. India has the largest number of youth, and the Pradhan Mantri Kaushal Vikas Yojana Scheme will benefit them and make them the most employable and with better skill sets by the year 2022. PMKVY (Pradhan Mantri Kaushal Vikas Yojana) has been rigorously implemented in states like Bihar to make the X/XII dropouts skilled and employable.

Skills imparted by PMKVY (Pradhan Mantri Kaushal Vikas Yojana) are according to the current job requirements assessed by the National Skill Development Corporation (NSDC). Currently, about 221 job roles are being catered by the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL).

The Union Cabinet on 13th July 2016, Approved the Pradhan Mantri Kaushal Vikas Yojana(PMKVY) with an outlay of Rs.12000 crore to impart skill training to one crore people over the next four years(2016-2020). Pmkvy will impart fresh training to 60 lakh youths and certify skills of 40 lakh persons acquired non-formally under the Recognition of Prior Learning(RPL). The target allocation between fresh trainings and RPL will be flexible and interchangeable depending on functional and operational requirements, an official statement said.

The Scheme, completely aligned to the common norms as notified earlier, would move to grant based model where the training and assessment cost would be directly reimbursed to training providers and assessing bodies in accordance to the Common Norms.

Financial Support to Trainees will be given in the form of travel allowance, boarding and lodging costs, Post Placement Support would be given directly to the beneficiaries through Direct Benefit transfer(DBT). 

Disbursement of training Cost to Training Partners will be linked to Aadhar and Biometrics for Better Transparency and targeting. Skill Training would be done based on industry led standards aligned to the National Skill Qualification Framework(NSQF).

Pmkvy Training Center Registration Process

You first need to pay a one time fee for registration as Training Provider. Refer to Q8. Post creation of the Training Centre on SMART, following structure of Accreditation Fee is applicable to all the Training Centres that apply for accreditation:

A Training Centre (TC) will get an affiliation with the respective SSC. A TC needs to pay an Affiliation Fees and TC shall be charged an amount of INR 6,000 for every job role affiliation with the respective SSC. The entire affiliation fee is payable to the respective SSC. Only an accredited TC can apply for affiliation.

The validity of accreditation of a Training Centre (TC) is one year from the date of accreditation. The validity will automatically expire at the end of one year. Renewal notice may or may not be issued to the TC before expiry of the accreditation. The responsibility for applying for renewal in time shall be lies with the concerned TC. It must apply for the same at least three months prior to the expiry date. TCs that do not adhere to these timelines may not be found eligible for applying for renewal of Accreditation.
